The UNESCO Chair Participates in the World Symposium on Sustainability Governance

From June 4 to 5, Sandra Ceballos-Santos, researcher at the UNESCO Chair in Life Cycle and Climate Change (ESCI-UPF), participated in the World Symposium on Sustainability Governance (WSSG), held at the University of Salamanca.

The World Symposium on Sustainability Governance (WSSG), organized by the University of Salamanca in partnership with the Research and Transfer Centre Sustainable Development and Climate Change Management at Hamburg University of Applied Sciences (HAW Hamburg) and in cooperation with the European School of Sustainability Science and Research (ESSSR), brought together more than 95 participants from 27 countries, featuring over 80 presentations addressing the challenges of governing sustainability in an increasingly complex and uncertain world.

During the symposium, Sandra delivered an oral presentation entitled «Governing Sustainability Certification under Climate Uncertainty: Monitoring, Incentives and Institutional Credibility», developed within the framework of the SMART-FOODPRINT project, in collaboration with Professor Ana Espinola-Arredondo (Washington State University) and colleagues from the UNESCO Chair in Life Cycle and Climate Change.

The research explores how sustainability certification systems can maintain their credibility and effectiveness under increasing climate uncertainty. Using a game-theoretic approach, the study analyses how monitoring strategies, economic incentives and institutional design influence the reliability of certification schemes and their capacity to support sustainability governance.

Beyond presenting the research, the symposium provided an excellent opportunity to exchange ideas with researchers from multiple disciplines working on sustainability governance, resilience and decision-making under uncertainty.

Reflecting on the experience, Ceballos-Santos emphasised the event’s value as a space for interdisciplinary learning and dialogue: “One of the main lessons I take away from the symposium is that sustainability is not only a technical challenge but fundamentally a governance challenge. As Life Cycle Assessment practitioners, we often focus on generating robust evidence, but evidence alone does not drive change. The real challenge lies in how institutions, policymakers, businesses and society use that knowledge to make decisions, manage trade-offs and implement integrated solutions under conditions of uncertainty.”

Several recurring themes emerged throughout the discussions. A central message was that sustainability requires governance. Beyond technological innovation and scientific advances, achieving sustainability depends on how decisions are made, who participates in the process and how competing interests are balanced. Collaboration among governments, businesses, academia and civil society was repeatedly identified as a prerequisite for effective sustainability transitions.

Another key topic concerned the critical role of cities in sustainability. As highlighted in the keynote lecture by David Castells-Quintana, around 55% of the world’s population lives in urban areas, which occupy only 3% of the Earth’s land surface, while cities account for the majority of energy consumption and greenhouse gas emissions. These figures reinforce the importance of urban planning, resilience and governance as central pillars for achieving sustainable development.

The symposium also emphasised that integrated sustainability assessment is becoming increasingly important. Several contributions argued that relying on isolated indicators is no longer sufficient and advocated combining methodologies such as Life Cycle Assessment (LCA), Material Flow Analysis (MFA) and environmental leakage assessment to provide a more comprehensive understanding of sustainability challenges and support better-informed policy decisions.

Another recurring idea was that monitoring itself is a form of governance. Whether discussing national parks, tourism concessions, agroecological farming systems or climate adaptation initiatives, speakers highlighted that harmonised monitoring frameworks and meaningful indicators are essential for ensuring transparency, accountability and effective governance.

Among the most thought-provoking contributions was the discussion of the Cynefin-based sensemaking framework, which argues that many sustainability problems are not merely complicated but genuinely complex. The session suggested that sustainability initiatives often fail because stakeholders rush to implement solutions before fully understanding the nature of the systems and challenges they seek to transform, underlining the need for adaptive and context-sensitive governance approaches.

Finally, the symposium highlighted that resilience is rapidly emerging as a governance priority. Topics ranging from urban energy systems and blackout preparedness to geopolitical risks in petroleum markets and climate-induced migration demonstrated that building resilient institutions and governance structures will be essential for navigating an increasingly uncertain future.

Participation in the World Symposium on Sustainability Governance contributes to the ongoing research activities of the UNESCO Chair in Life Cycle and Climate Change, strengthening its work on the integration of environmental assessment, institutional analysis and decision-support tools for more robust and adaptive sustainability governance.

This participation also reinforces the Chair’s commitment to advancing interdisciplinary research and science-based approaches that support sustainability transitions under conditions of complexity and uncertainty.
